This Is Extremely Urgent?!?

My Mum came home today and noticed that she had blue blotches around her the knee area of her leg, and some on her thigh. They look like bruises, but they're obviously not, because she said that they weren't there this morning. What could this be, and is there any explanation? Please help, because I'm getting kinda worried.
