Why did I get pulled over for having $600 worth of toll booth costs?

I ran through an EZ tag express lane on the toll road and soon afterwards I was pulled over by a cop. Apparently I had $600 worth of unpaid EZ tag payments. How the heck is this possible? I haven't used the toll road $600 worth of times. Has anybody else had this problem?
