Best time to get good rates on handymen for home remodeling?

I am planning to get some work done in my basement. It is about 65% done and has a bath room done. Essentially we need to do some carpeting for the flooring, the walls need to be drywalled. What time of the year would be the best time to get the best rates from handymen. I live in Windsor, Ontario.
