Windows 7 window color won't change?

I recently bought a windows 7 laptop and tried to change the window color. I've tried changing the color intensity and hue and brightness on most of the colors but the window stays a grayish color. with some, i can see it's sort of changing colors but not like it's supposed to be, it just stays grayish. Is there a setting that's wrong or whats happening?
