Why do so many managers accept being bullied by their bosses?

I have read many business articles that report how junior managers tend to accept being hared/bullied by their bosses as this is what they expect to suffer on their way up the hierarchy. Unfortunately by accepting this behaviour they begin to adopt this with their subordinates which is often the reason for poor productivity.
